When you go to change your top friends there's a popup at the upper left of the page that lets you set how many people to be in that section. It can be up to 24 the last time I checked.

And of course, in the "About Me" section you could always just stick in a HTML table with links to your friends profiles. A basic primer on HTML (a web tutorial or a book) should give you the run-down on how HTML works if you don't know already.
